Lieutenant General (Ret.) Joe Hartman is a Senior Managing Director on the Supply Chain and Strategic Opportunities team, which invests in businesses driving next-generation technologies and capabilities that advance supply chain integrity. Lieutenant General Hartman joined Cerberus in 2026, following 37 years of distinguished service in the United States Army as an intelligence and cyber officer.
Most recently, he served as Acting Director of the National Security Agency, Acting Commander of U.S. Cyber Command, and Director of the Central Security Service, where he led an 80,000-person workforce responsible for signals intelligence, cybersecurity, and global cyber operations.
Throughout his military career, Lieutenant General Hartman served in senior leadership positions across the intelligence, cyber, and special operations communities, including as Deputy Commander of the Cyber National Mission Force and in leadership roles with U.S. Army Cyber Command and the U.S. Army Intelligence and Security Command. Earlier in his career, he served in the 75th Ranger Regiment and commanded the Joint Communications Integration Element (now the Joint Cyber Operations Group), supporting the nation’s most sensitive special operations missions.
Lieutenant General Hartman graduated from the University of South Alabama and the U.S. Army War College. He also completed advanced military education at the School of Advanced Military Studies and the Air War College, as well as executive education at Harvard Kennedy School and Johns Hopkins University.
